Bill C-85: Speech at Third Reading

Honourable senators, I rise to speak to Bill C-85, An Act to amend the Canada-Israel Free Trade Agreement Implementation Act and to make related amendments to other Acts. As I noted in my second reading speech, the negotiations that led to this agreement were initiated in 2014 under the former government, with the aim of broadening our bilateral trade agreement with Israel. They were completed in July 2015 with four chapters in the original agreement having been updated and with an expansion of…

Bill C-75: Speech at Second Reading

Honorable Senators, I rise to speak to Bill C-75, An Act to amend the Criminal Code, the Youth Criminal Justice Act and other Acts and to make consequential amendments to other Acts. Bill C-75 is an enormous 200-page omnibus Bill that includes major reforms to our criminal justice system. Although one of the stated objectives of the legislation is to reduce delays in Canada's courts, it actually does very little to address what is quickly rising to a crisis situation in Canada. The most obvio…

175th Anniversary of Death of Ezekiel Hart

Hon. Linda Frum: Honourable senators, the year 2018 marks the one hundred and seventy-fifth anniversary of the death of Ezekiel Hart, the first person of Jewish faith ever to be elected to political office in the British Empire. After losing as a candidate in 1804, he won a by-election in 1807 in his home riding of Trois-Rivières, a largely Catholic district. His election created a crisis with repercussions felt for years. In those days, elections were held in public, by a show of hands. On th…

Bill C-76: Speech at Third Reading

Honourable senators, I rise to speak on Bill C-76. Before I get into the details of the bill itself, please allow me to make a few general remarks on the way that this Parliament has made changes to the Elections Act. I truly believe that, as much as possible, election reform measures must be well thought out, thoroughly debated and arrived at through consensus. For a very long time, this is exactly how it was done. I can only regret that this tradition seems to be a thing of the past. It is ev…

Bill C-76: Speech at Second Reading

Honourable Senators, I rise today to speak on Bill C-76 which, as you know, seeks to modify the Canada Elections Act. Before I get into the details of the bill itself, please allow me to make a few general remarks on the process set out by the Trudeau government to change the rules that govern our democratic process. After the 2015 election, a large number of formal complaints were received by the Commissioner of Canada Elections, drawing attention to serious flaws and weaknesses in our elector…

Bill S-1002: An Act Respecting Girl Guides of Canada - Second Reading

Honourable Senators, I rise today to speak as the official opposition critic of Bill S-1002, An Act Respecting Girl Guides of Canada. The Girl Guides of Canada’s governance is formalized through a special act of Parliament titled An Act Respecting the Canadian Council of the Girl Guides Association (1917). Bill C-59: An Act respecting national security matters - Second Reading

Honourable senators, I rise today to speak on Bill C-59, which proposes sweeping changes to our national security legislation. This is a broad piece of legislation which incorporates many elements. I acknowledge some of the elements proposed in this legislation may be desirable, for instance, provisions in the bill that strengthen the authorities of the Communications Security Establishment to protect Canada against cyberattacks seems to be a positive measure. However, I fear that such positive…

Al-Quds Day Demonstration

Honourable Senators, I rise to draw your attention to a serious event that occurred in my city of Toronto this past weekend.  The annual anti-Semitic hate-fest known as al-Quds Day was held at Queen’s Park followed by a march which shut down University Avenue. Since 1979, Quds Day has been a regular international event sponsored by the Islamic Republic of Iran.  In Toronto, it attracts local terrorist and regime sympathizers who call for the eradication of Israel and the mass murder of Jews. …

Statement on Iranian Call for Genocide

Honourable Senators, On June 3rd, Iranian Supreme Leader Ayatollah Ali Khamenei posted a tweet calling for the genocide of the Jewish People.  The tweet read: “Our stance against Israel is the same stance we have always taken.  Israel is a malignant cancerous tumor in the West Asian region that has to be removed and eradicated, it is possible and it will happen.” This reprehensible call demonstrates yet again the depravity of the Iranian Regime. Honourable Senators, these were not hollow wor…
